The Organisation of Ibero-American States for Education, Science and Culture (OEI) and the Festival de Málaga have today signed a Framework Collaboration Agreement to promote joint programmes, projects and activities in the field of Ibero-American audiovisuals, as well as strengthening cultural cooperation between the two institutions.
Mariano Jabonero, Secretary General of the OEI, and Juan Antonio Vigar, Director of the Festival de Málaga, signed the agreement at a ceremony held in the Andrés Bello room of the OEI's Madrid headquarters. The signing ceremony was attended by Raphael Callou, Director General for Culture, Isabel Ramos, Culture Technician, and the Festival's Programming Manager.
The aim of the agreement is to regulate activities and relations necessary for the implementation of cooperation programmes and projects of mutual interest, focusing on the Ibero-American audiovisual field. It specifically envisages the joint organisation and development of training, reflection, exchange and knowledge dissemination activities linked to digital culture, intellectual property, cultural and creative industries, and the creative economy, among other areas, supported by the Ibero-American Chair of Digital Culture and Intellectual Property created in 2020 by the OEI and the University of Alicante and the Ibero-American Programme of Cultural and Creative Industries launched in 2024 and developed by the OEI to strengthen the Ibero-American cultural ecosystem.
The agreement is in line with the OEI's aim to contribute to the educational, scientific, technological and cultural development of its member states, supporting regional integration, the well-being of individuals and communities, the strengthening of democracy and respect for human rights. It also falls within the framework of the Ibero-American Cultural Charter, a political instrument that guides cultural action in the region, with an approach based on cultural rights, cultural diversity and linguistic diversity.
For its part, the aims of the Festival de Málaga include the promotion, management and development of music festivals and artistic and cultural creation festivals, with an outstanding track record in the dissemination of Spanish-language cinema and support for emerging talent.
